Permission to merge pull requests

I’m trying to use PRs without requiring everyone to fork repos but not allow them so much access they can accept their own PRs.

I write a lot of go and generally use git submodules for dependencies and requiring them to test with a forked repo is difficult. Right now when someone is going to collaborate on a project they get write access but master is protected and requires a PR - but then the collaborator is allowed to accept his own PR (which often happens by accident).

Any tips on this situation?
